When multiple people apply for the same CTA position, one eligible person may be selected as the primary CTA while other qualified applicants remain in the local CTA queue.
This allows Tripotal to understand where the network is active and where additional community coverage is needed.

Each primary CTA position is geographically identifiable, allowing Tripotal to understand where the network is active, where coverage is needed and where qualified people are waiting to participate.
Every community has a place in the network.
For administrative and operational purposes, each eligible local-body ward can have one primary CTA position.
The CTA position belongs to the geographic community — not permanently to one individual.

Tripotal does not need to create multiple primary positions simply because multiple people apply.

Not every background is automatically eligible. The final eligibility and selection criteria will be defined separately.

Tripotal intends to build the CTA network through a structured verification and selection process.
Where multiple qualified people apply for the same primary CTA position, Tripotal may select one person for the active position while retaining other eligible applicants within the local CTA queue.
This is not a guaranteed opportunity, and selection depends on the criteria Tripotal defines for each community.
